Abstract

The traditional understanding of NGO decision-making is based primarily on functionalist theoryaid goes where the need is most. However, this research builds on previous research and seeks to identify additional factors, other than need, that determine NGO response to humanitarian crises. These factors consist of the size of the NGO, the type of NGO (religious or secular), and type of crisis (complex emergency or natural disaster). The results of this study confirm that factors other than need do influence NGO decision-making in humanitarian crises.
