Abstract
Accountability and fair assessment of public officials’ performance in response to natural disasters require a better understanding of available resources and the vulnerability of communities. People can compare the level of response of their community to disasters and adaptation to natural hazards such as flooding events by comparing their performance with similar communities. In this study, we utilize cluster analysis to find the national flood insurance program’s (NFIP) communities with similar attributes. We focus on aggregated county-level NFIP communities in Georgia and use clustering methods to find the communities with similar levels of resources, vulnerability and potential to adapt to climate change, sea-level rise and mitigate flood risk.
