Abstract
This research addresses the design and implementation of a statewide professional learning program for elementary school principals. Specifically, it seeks to strengthen the literature on the quality and equity discrepancies of professional learning between rural and nonrural leaders in schools. The research will detail how action research team members describe the process of creating and implementing a statewide professional learning model for elementary school principals, the structures that support high quality, equitable professional learning for elementary school principals across the state, and how participants describe the impact of their participation in a year-long, statewide professional learning program. The research design utilized in this research is a Qualitative Design.
