Abstract
This research report explores the strategic expansion of Chinese enterprises into the Middle East, with an emphasis on the United Arab Emirates (UAE) with a focus on the Emirate of Dubai. It analyzes numerous factors that make the UAE an attractive destination for Chinese outbound investment, including its geographic positioning, infrastructure development, favorable regulatory environment, and evolving consumer market. The report examines the economic impact of initiatives such as Dubai’s D33 Economic Agenda and the “Make it in the Emirates” industrial platform, which aim to enhance foreign investment and stimulate economic diversification. Through case studies of leading firms such as Huawei and Alibaba, the paper illustrates how Chinese companies are leveraging opportunities in sectors including real estate, digital infrastructure, tourism, and logistics. In addition, it evaluates legal and cultural challenges Chinese investors may encounter, along with strategies to mitigate these risks. Overall, the findings indicate that the UAE offers a dynamic and supportive environment for Chinese enterprises seeking sustainable growth in an increasingly interconnected global economy.
