Abstract

This paper seeks to provide the field with a greater understanding of executive delay related to civilian nominations. The author uses a duration model to visualize how the President may appoint nominees at varying rates depending on their respective executive department or committee assignment. The author also explores the use of this technique in determining presidential policy priorities in contrast to the literature’s current reliance on State of the Union speeches.
