Abstract
The purpose of this thesis is to develop an educational citizens guide that will promote effective citizen participation in the statewide water management planning process in Georgia. This thesis provides a discussion and analysis of theories of public participation and explains the benefits of public participation in the context of Georgias statewide water management planning process. Without public education, it is more difficult for citizens to participate effectively. For the benefits of public participation to be fully realized in the development and implementation of the statewide water plan, the participants must be educated about the process and the issues to be resolved. This thesis uses the Interactive Model of Program Planning to create an online citizens guide to statewide water planning in Georgia that is designed to help citizens participate effectively in the planning process.
