Abstract

Water poverty is an complex and interdisciplinary measurement of water scarcity according to its physical and economical availability. The purpose of this thesis is to build an enhanced index with the Fuzzy theory based model, which consists of components: Resources, Access, Capacity, Use, and Environment. A report of the proposed Fuzzy Water Poverty Index (FWPI) of 111 countries will be demonstrated and compared with the conventional results of the Water Poverty Index (WPI). Since water poverty assessment is a vague and comprehensive process with unclear indicators involved, Fuzzy Synthetic Evaluation (FSE) here in this study provides a useful instrument for evaluating WPI and will be a helpful reference for the water concerns of national or international organizations. The FSE method is applied in this study for water poverty having fuzziness within the components and indicators, which makes the proposed index more reasonable.
