Abstract
The Complete College America Initiative has suggested that America must improve tertiary education attainment and increase postsecondary credentials by decreasing educational disparities between socioeconomic classes. The median national graduation rate in 2010 was 35 percent. This study uses data provided from the University System of Georgia to analyze the impact of initial eligibility for Georgias HOPE scholarship and/or Pell grants on degree attainment for first-time full-time freshmen. Findings from this study indicate initial eligibility for a need- or merit-based financial aid influence initial enrollment decisions and has a positive effect on degree completion.
