Abstract
Elkmont, located within the Great Smoky National Park, hasa social history dating back to the mid nineteenth century andbuildings that represent the evolution of the community.The National Park Service (NPS), the federal governmentsprotector of the natural and built resources, struggles tomaintain an appropriate balance between conservation andpreservation. This thesis considers Elkmont as an example ofthe NPS struggle and proposes solutions for the future of theElkmont National Register Historic District.
